I think LingQ.com has it right; they incorporate free, online dictionaries with their articles so you can quickly look up and save words you don't know without getting lost in a dictionary. That language however should be for everyone and not just for an educational or political elite. This is the position for English at the moment. Because of this my vote goes to Esperanto. I say this as a native English speaker!
